The Syrian Ministry of Interior arrested Hassan Ali Hamoud, a former Syrian Air Force commander, for planning the use of air-dropped chemical bombs on areas controlled by rebels, resulting in thousands of civilian casualties, including many women and children.
وزارت کشور سوریه روز سهشنبه ۲۲ اردبیهشت اعلام کرد، جایز حمود موسی، فرمانده سابق نیروی هوایی سوریه، را بازداشت کرده است. او طراح ریختن بمبهای بشکهای بر مناطق تحت سلطه مخالفان است؛ اقدامی که به قربانی شدن هزاران تن از مردم سوریه، از جمله تعداد زیادی از زنان و کودکان، منجر شد.
جایز موسی در سال ۱۳۳۳ هجری خورشیدی در استان دیرالزور به دنیا آمد و دستگیری او در همین استان، با یک برنامه اطلاعاتی و عملیاتی دقیق از سوی اداره مبارزه با تروریسم وابسته به وزارت کشور سوریه رقم خورد. گزارشهای وزارت کشور سوریه نشان میدهد، که او از جمله تندروترین افسرانی بود که خواستار استفاده از نیروی نظامی علیه اعتراضاتی شد که از سال ۱۳۹۰ آغاز شد.
در آغاز سال ۱۳۹۱، او به عنوان فرمانده لشکر بیستم هوایی و فرمانده منطقه امنیتی در شهر الضمیر و اطراف آن تا حومه دوما در حومه دمشق منصوب شد. او از اولین افسرانی بود که پیشنهاد گسترش استفاده از هواپیماهای جنگی علیه شهرهای معترض سوریه را داد، و طبق گزارش «شبکه خبری شام»، در فروردین ۱۳۹۱ بر تمرینات ترکیب استفاده از سلاحهای جدید در میدان «هفت بیار» نظارت داشت تا از آمادگی آن برای استفاده از حملات هوایی، از جمله بمبهای بسیار مخرب و ویرانگر، اطمینان حاصل کند.
نام او با تعداد زیادی از عملیات هوایی که شهرها و شهرستانهای سوریه، به ویژه در حومه دمشق، حلب، ادلب و زبدانی را هدف قرار داده، مرتبط بوده است. گزارشهای مستند نشان میدهد که جایز حمود موسی مستقیماً بر بخش بزرگی از عملیات هوایی علیه شهر حلب بین سالهای ۱۳۹۱ تا ۱۳۹۵ نظارت داشته است، عملیاتی که در آن نیروی هوایی نقش محوری در محاصره و بمباران محلههای شرقی شهر حلب ایفا کرد و باعث ویرانی گسترده و تلفات زیاد غیرنظامیان شد.
بنا بر گزارشهای حقوق بشری، جایز موسی علاوه بر متهم بودن به استفاده از «بمبهای قرمز» و اسلحه ممنوعه بینالمللی توسط لشکر بیستم نیروی هوایی تحت امرش، به نظارت بر استفاده از بمبهای بشکهای و بمبهای با قدرت انفجار بالا نیز متهم شده است. علاوه بر این در گزارشهای اروپایی درباره کاربرد سلاح شیمیایی در سوریه، آمده است که نیروهای هوایی تحت امر جایز حمود موسی در حملات شیمیایی دست داشتهاند.
اتحادیه اروپا در تیر ۱۳۹۶ به دلیل «مشارکت در سرکوب خشونتآمیز غیرنظامیان در سوریه» و نظارت بر عملیات هوایی و استفاده از سلاحهای شیمیایی در دوران تصدی خود به عنوان رئیس ستاد نیروی هوایی، تحریمهایی را علیه وی اعمال کرد، و بریتانیا و سوئیس او را در فهرست تحریمهای خود قرار دادند. در روزهای اخیر، نیروهای امنیتی سوریه، موفق شدند تعداد زیادی از مقامات درجه اول رژیم بشار اسد، از جمله سرلشکر وجیه علی عبدالله که به مدت ۱۳ سال، ریاست دفتر بشار اسد در امور نظامی را به عهده داشته، یا سهیل فجر حسن از مقامات نظامی صف اول رژیم بشار اسد که در سرکوب خونین معترضان سوری نقش محوری داشت، را دستگیر کنند.
این دستگیریهای متعدد نشان میدهد که نظام سیاسی جدید سوریه، تواناییهای جدید نظامی و اطلاعاتی برای گستراندن قبضه امنیتی خود بر کشور سوریه، به دست آورده است.
